Chimney Inspection Levels Explained (Level 1, 2, and 3)
NFPA 211 defines three chimney inspection levels. Level 1 is a basic visual check for a chimney in regular use. Level 2 adds a video scan of the flue and is required after changes or property sales. Level 3 involves removing components to investigate serious hazards.
The short answer
The NFPA 211 standard defines three chimney inspection levels. A Level 1 is a basic visual inspection for a chimney in regular, unchanged use. A Level 2 adds a video scan of the flue interior and is required after a sale, a system change, or a chimney fire. A Level 3 is the most invasive, removing components to investigate a suspected serious hazard.
The three levels at a glance
| Level | What it covers | When it is required |
|---|---|---|
| Level 1 | Visual check of readily accessible interior and exterior parts and the flue | Annual maintenance of a chimney in regular use with no changes |
| Level 2 | Everything in Level 1, plus a video scan of the flue and inspection of accessible attics, basements, and crawlspaces | Home sale, appliance or fuel change, after a chimney fire or weather event |
| Level 3 | Everything in Levels 1 and 2, plus removing components or building parts to reach concealed areas | When a serious hazard is suspected and cannot be confirmed otherwise |
Why the video scan matters
Most liner failures and cracked flue tiles are not visible from the firebox. A Level 2 video inspection sends a camera up the flue so the technician — and you — can see cracks, gaps, glazed creosote, and liner damage directly. That is why ARC performs a Level 2 video scan on every sweep and fire-prevention visit, not just when one is formally required.
When to schedule each level
- Level 1 — your routine annual visit if nothing has changed.
- Level 2 — buying or selling a home, switching from wood to a gas insert, or after any chimney fire, lightning strike, or major storm. A Level 2 often precedes a relining decision.
- Level 3 — when a Level 1 or 2 reveals a hazard that can only be confirmed by accessing concealed areas.

Frequently Asked Questions
- What is the difference between a Level 1 and Level 2 chimney inspection?
- A Level 1 inspection is a visual check of readily accessible parts of a chimney in regular, unchanged use. A Level 2 adds a video scan of the interior flue and inspection of accessible areas like the attic and crawlspace, and is required after a system change, a sale, or a chimney fire.
- When do I need a Level 2 chimney inspection?
- A Level 2 inspection is required when buying or selling a home, after a chimney fire or weather event, when changing the appliance or fuel type, and any time a Level 1 inspection finds something that needs a closer look.
- What is a Level 3 chimney inspection?
- A Level 3 inspection is the most invasive. It may require removing parts of the chimney or building structure to access concealed areas when a serious hazard is suspected, such as significant internal damage after a fire.
